New ticketing system for Stone Mountain police

DEKALB COUNTY, Ga. — Police in a metro department will soon get points for every report and citation they write.
 
Channel 2's Erica Byfield rode along with Stone Mountain Officer Stephen Floyd on Wednesday.
 
He writes almost all the citations in the city and people know it.
 
"The rest of them mosey around they don't really do much, there is just one that really stops most of the people in the area," Stone Mountain resident Adrian Rucker said.
 
Effective Aug. 25, there is a new standard in the city.

"What do you say to those people who think this is a quota?" Byfield asked.
"I tell them it's not a quota," Chief Chancey Troutman said. "It's all about accountability."

Some cops disagree. Officers will get points for accident reports, arrests, citations, court attendance and the list goes on.

“This has nothing to do with funding at all, or anything with money, this has to do with them doing their job and securing the city here,” Troutman said.

“ Why make this change right now,” Byfield asked.

“ Well if you start getting numerous complaints from different people and they are saying the same thing, as the Chief of Police, I need to make sure that we correct that,” Troutman said.

Byfield reviewed statistics from this year and most of Troutman's officers aren't even close to meeting the new goal.

“You have some that just don’t want to do anything except show up and ride around and thats been noticed,” Troutman said.

The residents Byfield met praised Troutman.

“I think it’s a good program," Rucker said. "It might have some kinks that need to be worked out, but I think it's a good start to keeping the community safer and to make sure the officers are staying accountable to what they are doing.”
