One of the cars then lost control and hit the three teens walking on the sidewalk, according to witnesses.

"By the time I got out, I saw the car stopping at the end of this process and I saw the kids down on the ground. So I ran out there and saw two of them who were right next to each other and they were still moving, they were kind of up. So I left them alone. I went to the girl who was face down, who wasn't moving," Woods said.

Police said the driver was a 17-year-old who suffered minor injuries. It was unknown if the driver was a student.

Authorities have not decided if they will charge the driver.

Police said the incident did not occur on school grounds.
