Even without term limits, change still comes to the Congress

The new Congress that convenes on Tuesday will again feature a number of new faces, as even without a constitutional amendment on term limits for the U.S. House and Senate, turnover continues at a steady pace on Capitol Hill.

The 115th Congress will have 57 new members of the House, which is a 13 percent turnover, and seven new members in the Senate.

In the House, recent elections have brought a decent amount of change – double digit percentages – for the last six elections:

2016 – 13 percent 2014 – 11 percent 2012 – 18 percent 2010 – 22 percent 2008 – 13 percent 2006 – 11
