DEKALB COUNTY, Ga. — A Clayton County man is behind bars months after his estranged wife was fatally struck by a truck he was driving. It’s an incident her family says was captured on home surveillance video.

Nelson Clements, 64, is being held in the DeKalb County Jail on charges that include homicide by vehicle, hit-and-run, stalking and concealing a death in connection with the death of 58-year-old Janice Frazier.

Channel 2 Action News first reported on Frazier’s death in June. Since then, her family has pushed for an arrest. They told Channel 2 surveillance video and other evidence contradict claims that her death was simply a tragic accident.

“So he took a lot from us,” Frazier’s niece, Ashley Black, told Channel 2 investigative reporter Ashli Lincoln following Clements’ arrest.

Frazier’s family said home surveillance video shows Clements arriving at her home in June.

Her nephew, Chris Frazier, said the family believes the video provides critical evidence.

“It’s all there. It’s all on camera,” he said.

According to the family, Frazier was attempting to stop Clements from driving while intoxicated when he drove away and struck her with his vehicle.

The family said surveillance video appears to show Clements later dragging Frazier’s motionless body back inside the home. They also allege he waited more than an hour before calling police and did not tell dispatchers that Frazier had been struck by his truck.

“We just know that she didn’t deserve it,” Black said. “The way that she was taken away from us just was unfair.”

Clements’ attorney, Jackie Patterson, disputes the family’s account and maintains that Frazier’s death was an accident.

“It’s always been a complete accident,” Patterson said.

Patterson said that will remain the defense throughout the case.

“That’s gonna be our defense today, it’ll be our defense tomorrow, and it’ll be our defense at trial,” he said.

Patterson also disputed allegations that Clements was intoxicated, saying police did not ask his client to undergo alcohol testing. He said there is a possibility that Frazier had been drinking before she grabbed onto the truck.

“He had no alcohol in his system. In fact, the police never asked him to take any type of alcohol test,” Patterson said.

Channel 2 Action News spoke with Clements in July, before his arrest. At the time, he did not want his face shown on camera.

“I mean, it was just a bad situation,” Clements said. “I loved her. I still am still in love with her.”

Frazier’s family says Clements’ actions surrounding her death tell a different story.

“I know what we saw and what the jury is going to see and all the evidence that’s out there,” Black said. “Everyone is going to see that his behavior was nothing that showed that care for this person.”

The family also showed Channel 2 Action News messages, videos and letters they say document a pattern of Clements stalking Frazier in the days before her death.

Patterson said he is in the process of requesting a bond hearing for Clements.
