On Thursday, a Cobb grand jury indicted Cobb EMC President Dwight Brown on 31 counts of stealing from Cobb EMC and its shareholders.

"It's the most complicated case that's ever been handled by the district attorney's office," Head said.

The charges include racketeering, theft by taking and false statements.

Brown's defense attorney, Roy Barnes, challenged the accusations.

"I think we'll show that this was a business call that was made with the best of advice, and it was good," Barnes said, before taking jabs at Cobb County.

Craig Gillen, who also represents Brown, said all transactions were approved.

"The simple proof is that not a single dollar illegally went to Dwight Brown. Every dollar that he got was lawful and authorized by the board," Gillen said.

Brown turned himself in Thursday evening and was released on bond a few hours later.
