Officials say a 911 call came in around 2:48 p.m.
Channel 2's Robert Ray spoke with Diana Colon who says she performed CPR on the toddler before emergency crews arrived.
"The mother was hysterical. She was crying of course and I tried to comfort the little boy, his brother, he was like 7-years-old," Colon says.
Winder police say they arrived one minute after the 911 call was placed. A Winder police officer assisted Colon with the CPR until Barrow County EMS showed up.
The child was transported to Barrow Regional Medical Center, and later pronounced dead.
Police say the child's family was there at the time of the incident and are cooperating with investigators.
