SOCIAL CIRCLE, Ga. — A man was arrested after an excavator being carried by a truck snagged transmission lines and caused a massive electrical outage in Social Circle about a week ago.

Horace McCluster faces charges, including a felony, after the incident that caused $4,042.06 in damage and resulted in a power outage that affected much of the city.
Authorities said McCluster was driving the truck that was carrying the excavator that tore down transmission lines in Social Circle.
Locations affected by the outage included City Hall, the Social Circle Police Department, Social Circle Middle School, Social Circle High School, and numerous residences and businesses, the city said in a news release.

The locations were without power for at least 45 minutes.
North Cherokee Road remained closed for nearly 3 hours while the lines were repaired.
“The closure created significant traffic congestion, requiring tractor-trailers making local deliveries to be redirected to alternate routes along with everyday motorists traveling through the area,” the news release said.
McCluster was charged with felony criminal damage to property in the second degree, disruption or interference with the operation of a public school, height of vehicle and load and duty to stop at an accident.
He was taken to the Walton County Jail.
The Social Center PD said public tips were pivotal in helping identify the truck and the driver.
