Under Georgia law, local governments must compute a rollback millage rate during property reassessments to ensure total revenue on the current tax digest matches the previous year’s revenue had no reassessment occurred.
Property reassessments occur when recent property sales indicate an increase in fair market values across specific areas of the county. The Fulton County Board of Commissioners explained that the county board of tax assessors is legally mandated to review assessed values annually to reflect market trends.
Because the proposed millage rate exceeds the rollback rate, state law requires the county to conduct three public hearings before adopting a final rate.
