MILLEDGEVILLE, Ga. — Two Milledgeville residents have been sentenced to federal prison for their roles in a drug trafficking ring that brought methamphetamine across the state from Atlanta to Milledgeville.
The U.S. Department of Justice said Desmond Glenn, 35, and Katherine Short-Barcenas, 36, were sentenced on Aug. 12 following an investigation led by the Drug Enforcement Administration and the Baldwin County Sheriff’s Office.
“Our office is committed to working alongside law enforcement to make our communities safer by dismantling armed drug trafficking organizations and holding those who threaten public safety fully accountable,” U.S. Attorney William R. “Will” Keyes for the Middle District of Georgia said in a statement. “We are grateful to our law enforcement partners for their tireless efforts and dedication to protecting our neighborhoods.”
The U.S. Attorney’s Office said Glenn previously pleaded guilty on Feb. 17 to one count of conspiracy to possess with intent to distribute methamphetamine and one count of possession of a firearm in furtherance of a drug trafficking crime.

“Drug trafficking organizations don’t just deal drugs—they bring guns, violence, and instability into our neighborhoods,” Jae W. Chung, special agent in charge of the DEA Atlanta Field Division said. “The significant prison sentences and guilty pleas reflect the danger these defendants posed, and the harm caused by flooding our communities with methamphetamine and other illicit drugs.”
Federal agents began investigating the distribution network in Baldwin County in early 2023, according to justice officials.

Between April 25, 2023, and July 31, 2023, agents conducted four controlled purchases from Glenn totaling approximately 162 grams of methamphetamine.
Under surveillance, Glenn was recorded selling methamphetamine and other controlled substances in Baldwin County and obtaining large amounts of methamphetamine from several sources, including Ruby Fogg, who led the criminal network, USAO said.
Katherine Short-Barcenas and codefendant Cory Wilson also sold methamphetamine twice to a confidential source in early March 2023.
Fogg worked closely with Robert Matthew Wood to obtain and distribute methamphetamine, frequently renting hotel rooms in Atlanta where they stored and sold narcotics.
On Nov. 14, 2023, Fogg told Glenn to pick up methamphetamine from Wood at an Atlanta hotel while she made a trip to deliver drug proceeds in Jackson. Rodney May and Tony Baker traveled with Glenn to the Atlanta hotel.
During the return trip, law enforcement officers stopped the vehicle and found nearly one kilogram of methamphetamine inside a bag, along with a smaller amount on the floorboard.
Officers located a firearm tucked between Glenn’s seat and the center console, and another firearm in the backseat.
A search warrant executed at Glenn’s Milledgeville home yielded an additional 64.68 grams of methamphetamine and five firearms in his bedroom.
Glenn was legally prohibited from possessing firearms due to a prior conviction for robbery by force in Baldwin County.
Two days later, on Nov. 16, 2023, law enforcement officers arrested Fogg and Wood at their rented hotel room, seizing an additional 154.97 grams of methamphetamine and drug paraphernalia.
Fogg had three prior felony methamphetamine distribution convictions in Douglas County Superior Court.
Who was convicted or sentenced?
Katherine Short-Barcenas was sentenced to serve 48 months in prison followed by five years of supervised release after pleading guilty on Dec. 17, 2025, to one count of distribution of methamphetamine.
Glenn was sentenced to serve 260 months in prison to be followed by 10 years of supervised release.
Three other codefendants in the network have already been sentenced in federal court.
Ruby Fogg was sentenced on June 10 to 324 months in prison and 10 years of supervised release after pleading guilty to conspiracy.
Robert Matthew Wood was sentenced on June 10 to 262 months in prison and 10 years of supervised release for possession with intent to distribute methamphetamine.
Tony Baker was sentenced on June 10 to 92 months in prison and three years of supervised release for being a convicted felon in possession of a firearm.
Sentencing dates have been scheduled for two additional codefendants who pleaded guilty in connection with the investigation.
Cory Wilson pleaded guilty on July 20 to distribution of methamphetamine and is scheduled to be sentenced on Oct. 14.
Rodney May pleaded guilty on Dec. 17, 2025, to possession with intent to distribute methamphetamine and is scheduled to be sentenced on May 12, 2027.
