Metro Atlanta city names 1st police chief as it builds new department

MABLETON, Ga. — The City of Mableton officially named its first police chief as it works to build its own fully functioning law enforcement agency.

The city announced plans to create its own police department in June, amidst negotiations with Cobb County over law enforcement contracts.

In August, Channel 2 Action News appointed Kerry Stallings and Public Safety Director, adding new responsibilities to his role as the city’s emergency services director.

On Tuesday night, the Mableton City Council voted unanimously to appoint Dr. Anita Allen as its first chief at a special called meeting.

“Dr. Allen is an exceptional leader who understands the complexities of public safety,” Public Safety Director Dr. Kerry Stallings said in a statement. “Her background in inter-agency coordination, emergency planning, and workforce administration will be critical as we establish this department. I am confident that under her leadership, the Mableton Police Department will set a benchmark for safety, professionalism, and community trust.”

City officials said Allen has a distinguished career in public safety systems around the state of Georgia, with more than 25 years of law enforcement and public safety leadership.

Most recently, Allen was the head of the Albany State University Police Department.

“Selecting our first police chief is one of the most critical decisions in shaping Mableton’s future,” Mayor Michael Owens said. “Dr. Allen brings a combination of extremely high standards, operational expertise, and a deeply rooted commitment to community-centered policing. Her vision and proven record of collaborative leadership make her uniquely qualified to build a modern, responsive, and accountable police force that reflects the values and needs of Mableton.”

Going forward, the City of Mableton plans to hire 70 sworn officers and 10 civilian staff members, according to previously released information.

On Tuesday, the city released a pay scale range for officers starting at $66,000.

Allen said she was deeply honored to be Mableton’s first police chief.

“Building a police department is a profound responsibility, and my priority will be establishing a culture of integrity, transparent communication, and dedicated service,” Allen said. “I look forward to working side-by-side with Mayor Owens, Director Stallings, the City Council, and the residents of Mableton to create a safe, welcoming, and strong community.”

The newly named chief is expected to begin her new role in the coming weeks as Mableton transitions to launching its full municipal police force.

The city said the department is targeting June 1, 2027 to be fully operational.
