Ex-911 director arrested for misusing Flock camera

DALLAS, Ga. — The former 911 director for the Dallas Police Department has been arrested and charged with misusing Flock cameras.

Heidi Taylor, 52, was arrested by the Georgia Bureau of Investigation on Wednesday and booked into the Paulding County Jail on two misdemeanor counts of misuse of a license plate reader system.

The GBI says Dallas police requested an investigation into allegations of Flock camera misuse early last month.

Investigators say Taylor accessed the system between 2024 and 2025 for non-law enforcement purposes. They did not comment on what she searched for.

During that time, she served as the Dallas Police Department 911 Director.

It’s unclear when she left that position or if it was associated with the investigation.
