Payne apparently targeted a 2-year-old child. Payne had asked the child’s great-grandmother if the toddler could come to his apartment for some snacks.
The mother noticed something physically wrong with her daughter the following morning, according to police. One resident told Channel 2 News that she had no idea she was living near a convicted sex offender, and it bothered her.
The senior community where Payne lived was 600 feet from a daycare. He was previously convicted of child molestation and aggravated child molestation.
