Resident David Hexton told Channel 2 Action News the water was about a foot deep inside his apartment. He's been living in the 251 North apartment complex for eight years.
"This is my sixth or seventh flood that I've been in," said Hexton.
"They put tons of it everywhere. It's cheap, that's what clogged the sewers, flooded it. But I mean I think it's ridiculous. They've said for years that they were going to fix the problem but they haven't," said Hexton.
