Gwinnett man warns residents of roofer scam

A Gwinnett County man warns the public about a local roofer he said took money for a job he never even started.

"He was very professional," Shamim Kahn said. "He had business fliers."

Kahn showed Channel 2's Kerry Kavanaugh that flier, a business card and signed contract for a roof installation. But he now believes 66-year-old Billy Ray Norris never intended to touch a single shingle.

Kahn also had a copy of the $2,734 check he made out to Norris, supposedly for supplies. He said it was cashed and Kahn never saw Norris again.

Kahn called Channel 2 Action News after finding the first story that was reported on Norris.

In August, two other victims came forward with similar stories.

"I called and told him I had the check, and he said 'OK, I'll be over and get it this evening " Lilburn resident Joyce Skipwitch said.

"He said he needed it for materials; we gave it to him, and we've been calling and calling," Tammy Scarborough, another Lilburn resident, said.

"He is doing it over and over again," adds Kahn.

But, the accusations apparently landed him back in jail. DeKalb County charged Norris in February for theft by deception. A Gwinnett warrant was issued this month related to a court appearance. Roswell police are investigating him for a roof repair job there.

Kavanuagh dug even further, and learned Norris was arrested six times in Gwinnett County alone since 1995 for charges ranging from theft to fraud.

Kavanaugh contacted the Gwinnett County District Attorney's Office about the matter. It appeared Norris was convicted in Gwinnett in 2003 and 2007. But they needed to pull his file to get the exact details on the charges and how much was served.

If Norris manages to get out of jail again, Norris said he wants others to be warned.

"I hope that no other people get cheated by this person," Kahn said.
