According to the Carroll County Sheriff’s Office, the investigation began Monday after a cybertip flagged as high priority was received and reviewed by the National Center for Missing and Exploited Children.

The tip, which originated from Kik Messenger, indicated suspected sexual exploitation involving a child. Within hours, investigators with the Criminal Investigations Division and Aggressive Criminal Enforcement Unit identified the victim as a six-month-old baby, confirmed the child’s location, and secured a search warrant.

During the search, deputies made contact with Rachel Bloom, 20, of Temple, who investigators say admitted to involvement in the exploitation and distribution of illicit material.

The Carroll County Sheriff’s Office confirmed to Channel 2 Action News that Rachel Bloom is the mother of the victim.

She now faces multiple charges, including sexual exploitation of children, child molestation, aggravated sexual battery, and cruelty to children.
