The crash happened on Lee Street in southwest Atlanta on Aug. 4.

Tonya Shells says she discovered just how many lives her big brother had touched after his death.
“I cried so many tears of joy at the number of people that showed up to that balloon release,” she said.
Around Atlanta’s Oakland City neighborhood, people knew him as “Slim.”
At 6-foot-4, Moss played basketball, attended Albany State and later served in the U.S. Army.
Shells says it was his personality that people remembered most.
“He was the life of the party at any family gathering. He’s loud. He’s funny. He’s going to make you just have a good time if you’re having a bad day,” she said.
