Apartment complex evicts man for making tenants uncomfortable

DUNWOODY, Ga. — A Dunwoody apartment complex is evicting a man, claiming he made other tenants uncomfortable by staring at them at the pool.

Cedric Armand, a self-described writer, actor and model, told Channel 2's Mike Petchenik he works from his home at the Axis at Perimeter Apartments, off Ashford-Dunwoody Road.

"I write," he said. "That's my primary occupation."

And on nice days, Armand said, he often writes poolside.

"It's comfortable to be out breathing, instead of cooped up in your own space," he said.

But what Armand considers work, his neighbors apparently consider creepy.

According to an eviction notice Armand showed Petchenik, multiple neighbors complained to apartment management that Armand was making them feel uncomfortable because he would come to the pool but not go swimming.

"Instead, you sit and stare at others especially at the children for hours," the letter from attorney Dave Passino reads. "It disturbs their 'comfort' and 'convenience' and otherwise disturbs their quiet enjoyment of the community."

Armand told Petchenik he's never stared at anyone at the pool, let alone children.

"Staring at kids is way, way, way out of line," he said. "I'm a represented model, I'm a professional. What interest do I have in children?"

The letter also accuses Armand of several outbursts in the leasing office, something Armand also denies.

"It hurts because I've lived here for three years, and I've made this my home," he said. "I don't exactly know where I'll be able to settle my feet."


Axis at Perimeter spokeswoman Marcia Scott sent Petchenik a statement about the eviction:

"The resident's lease termination was upheld in Magistrate Court of DeKalb County, with the judge's decision based on multiple resident complaints and behavior toward community staff members -- which were found to violate his lease agreement's stipulation of prohibited conduct and disrupted operations. The safety and security of residents and associates of Axis at Perimeter are among our highest priorities."
