Department Capt. Chris Hodge told The Telegraph of Macon on Tuesday the misdemeanor citations to appear before a Probate Court judge carry a maximum sentence of up to a year in a county jail and a $1,000 fine.
The teenagers were rescued May 29. Hodge says they had not been formally arrested.
The captain says the teenagers told state officials they had seen signs warning not to be on the rocks.
Officials decided to start charging people who disobey park rules and put themselves and others in harm's way because rescues have increased, and two people died last year.
It is unclear if the teenagers have lawyers.
