Job seekers say a man who called himself a pastor offered them jobs at a summer camp, but ended up cheating them out of money instead.
Elbert Toby Brown goes by the name Pastor Brown. Victims say Brown's so-called ministry was running a summer camp in southwest Atlanta and he had promised jobs to hundreds of people.
"I just want to say that I learned from this, sometimes when things are too good, you might need to do a little bit more investigation," Carla Allen said.
Allen told Channel 2's Eric Philips she was hired by Brown to be the head of personnel for Camp Arie, a summer camp Brown was supposed to be running.
She said under Brown's direction, she placed hundreds of people in camp counselor job, directing all of them to pay bogus drug testing fees and forced donations to Brown's organization.
"All these people paid $35 or $50, and that's not including parents that paid camp registration fees," Allen said.
Allen said she estimates about $20,000 was collected by the camp before all of the employees were told last week that there were no jobs for them.
Brittany Douglas said they got the news when they showed up at Adams Park for camp orientation last Friday.
Allen said she was stunned, especially since she and other staffers were working for free because Brown said he needed to conserve money to run the camp. That's when Allen decided to report Brown to police.
Brown was arrested Thursday on an outstanding warrant from Forest Park. He has not been charged in connection to the summer camp investigation.
