DEKALB COUNTY, Ga. —
Investigators say children were gathered at a shopping center's back-to-school celebration when gunshots rang out, striking a man.
Channel 2's Jeff Dore said the shooting happened on Glenwood Road outside Decatur in DeKalb County.
Restaurant workers were among those enjoying the back-to-school promotion, where people passed out school supplies and promoted the importance of first-day preparation.
Cecil Upshaw, of Smoking Pig Barbecue, was grilling ribs and burgers in the festive atmosphere when music was interrupted by two gunshots.
"It was just two sudden shots, like 'bang, bang,' and he came back saying he was shot and we dialed 911," said Upshaw. "Then the ambulance came and they (took) him off."

Another witness told Dore there were four local neighborhood men hanging out and a new man from out of town. The witness said he saw the new man arguing with one of the people in the group. Shortly after, one of the men shot the out-of-town guest, Dore said.
"I could see blood on his shirt," Upshaw said.
The other witness who spoke to Dore said the victim was alert and talking when he left in the ambulance.
While one bullet hit the man, witnesses said another went in the direction where children were playing in a bouncing house, but none of them were hit.
"It's sad because this is a promotion for the kids for back to school and I was doing grilling, hot dogs and burgers for the kids and these types of things are taking place," Upshaw said.
Channel 2 Action News is trying to learn the whereabouts of the four locals and if police have made any arrests.
