Perdue called for an up-or-down vote on the current state flag for March 2, 2004, the same day that state voters will cast ballots in the presidential primary.

State residents may also be asked to decide on a second flag alternative: a choice that would have voters decide on the previous state flag with its Confederate battle emblem and the flag that flew until 1956.
Thus, if voters reject the 2-year-old flag now flying over public buildings, the winner of the second question on the ballot would be offered to the Legislature as the choice of Georgia voters.
A voter would have to cast a ballot on each question, or neither vote would count, under the proposal Perdue is pushing.
