Grandmother arrested on DUI charges with child in car

MILTON, Ga. — A friend of a Milton grandmother said he can't believe she'd put her grandchild in danger.

The grandmother is accused of driving under the influence with her 3-year-old grandson in the car.

Police told Channel 2's Mike Petchenik a witness called 911 after spotting the woman wandering aimlessly through a Walmart parking lot.

When officers pulled over Cui Chen, 46, not far from the store Saturday, they said she was severely impaired and putting others in danger.

"It's bad enough to have someone driving intoxicated with a child, but also to not have the child properly restrained," Capt. Shawn McCarty of the Milton Police Department said. "When (the officer) did pull her over he noticed she was impaired. She had trouble steadying herself and appeared physically intoxicated at the time."

Police told Petchenik a good Samaritan called 911 after spotting a disoriented Chen wandering in a Walmart parking lot on Windward Parkway with a toddler in tow.

By the time officers got to Chen, she was swerving all over the Highway 9, with the 3-year-old strapped into the front passenger seat.

"In the front seat like an adult, no car seat, no booster seat, anything like that," McCarty said.

'She's in pretty good health. I'm sad and surprised she's in a condition like this," family friend Sam Wang told Petchenik.

Police called Wang to the scene to pick up the 3-year-old. He told Petcheink Chen doesn't drink or do drugs.

"You don't believe she was drunk or high on anything?" Petchenik asked Wang.

"No," Wang answered.

Wang believes Chen hadn't eaten and possibly had low blood sugar.

"When you're driving and taking care of kids, it takes a lot of energy," Wang said.

Chen is out of jail on bond and didn't answer the door when Petchenik went to her home to get comments.

Wang said the children's parents are out of the country and their grandmother is watching them.
