Neighbors he talked with said they did not like what was dropped in their driveways.

"I've got some people -- would absolutely hate it.  Some people just throw it away. I don't know of anybody who would say this is what I want and that's a good thing," said neighbor Jonathan Freiberger.

Inside the tiny plastic bags, weighted down with a rock, was a flier that takes aim at transgender people, apparently authored by the KKK.

"The material is certainly offensive. It's probably scary to many people. But it's not illegal. So, we're not conducting an investigation. It's like any other solicitation, unfortunately. They can do this," Lt. Jay Baker with the Cherokee County Sheriff’s Office told Petersen.

Baker said the fliers have been dropped in neighboring counties as well, usually during the wee hours of the morning.

Residents like Keith Winston say it belongs in the trash and that's where he put it.

"As far as the Ku Klux Klan going around and doing anything like that, that's ridiculous," Winston told Petersen.

The fliers include a Klan hotline. Petersen called the number and got a recorded message.
