Officer Resigns Amid Transvestite Investigation

Sgt. Carey Biggs submitted his resignation earlier this week in the midst of an internal investigation. But police administrators haven’t accepted it because they may want to fire him instead. What he’s accused of doing has shocked his department.

"We are disturbed about the allegations that are being brought against this former employee,” said Mekka Parish with the DeKalb County Police Department.

Biggs, a 14-year veteran of the DeKalb Police Department, abruptly resigned Sunday. Sources tell Channel 2 the investigation began a month ago when a suspect came forward saying he had consensual sex with Biggs while he was on duty.

“It's extremely important, we cannot tolerate this type of behavior or any type of misconduct by our officers whether it's this case or any case of misconduct. We will thoroughly investigate it and make sure we get to the bottom of it and take that appropriate action,” said Parish.

Biggs allegedly met the transvestite suspect while investigating a forgery case in 2005. Sources told Channel 2 the pair had some sort of continuing relationship which ended shortly before the activity came to light. A police spokesperson would only confirm that they are investigating Biggs for violating police policy.

“After this investigation is complete, if we find that termination was warranted, we will report that to POST -- that's the organization that certifies police officers -- and that will go in his record in case he tries to go to another organization,” said Parish.

Right now there is no allegation that Biggs did anything criminal. Channel 2 was also told his wife is employed with the DeKalb County Police Department as a detective.
