ATHENS -- Athens-Clarke County Police have arrested a man after a woman said she saw a “shiny,” nude male outside her window carrying a flashlight.

Police arrested 30-year-old Robert Lee Billups, Jr. of Detroit, Michigan Tuesday evening after responding to a complaint from an Athens woman. The woman called police after she says she saw a “shiny,” nude man carrying a flashlight outside her window.

Officers responded to the scene, walked around the area and heard someone running away. Officers saw Billups – who did have clothes on – and found flashlight in his pants during a search. Officials say Billups was covered in a petroleum jelly-like substance.

After questioning, Billups was arrested and charged with peeping tom, public indecency, loitering and prowling.
